Victory Heights Primary School - City of Arabia is a British curriculum primary school in City of Arabia, Dubailand, and the second campus of the Victory Heights family of schools. It opened in 2025 and takes children from FS1 to Year 6, ages 3 to 11, following the National Curriculum for England with the EYFS framework in Foundation Stage. The school is deliberately small: classes are capped at 25 pupils, the minimum class size is 10 and the campus is planned for 850. Its purpose-built campus has an indoor climate-controlled 25-metre swimming pool with a splash pool, a FIFA-standard astroturf pitch, two shaded rooftop courts, a gymnasium, a multi-purpose hall, and dedicated music, art and STEAM rooms, plus learning pods for FS1, FS2, Year 1 and Year 2. Specialist teaching covers PE, swimming, music, art, computing, STEAM and Spark, Arabic, Islamic Studies, and Spanish from Year 3. The school is governed by Interstar Education and led by Founding Principal Ben Rothwell, previously Headteacher of the KHDA Outstanding Victory Heights Primary School in Dubai Sports City. As a new school it has not yet been inspected by KHDA; its first full DSIB inspection is due in its third year of operation.

KHDA-approved tuition for 2026-27 runs from AED 40,000 (FS1) to AED 57,000 (Year 6), and the school requested no increase for 2026-27. Fees exclude uniform (AED 700 to 1,000), stationery (AED 35 to 125), transport (AED 6,800 to 12,500), extracurricular activities (AED 5,280 to 7,920) and the optional medical fee (AED 525). Curriculum trips run 2 to 3 a year and typically cost up to AED 750 in total; residential trips in Years 3 to 6 cost AED 400 to 2,400.

UK Early Years Foundation Stage framework across the seven areas of learning, three Prime and four Specific. Learning is active and playful, with children exploring through purposeful play alongside intentional teaching. Assessment is ongoing and observation-led with no formal testing.
National Curriculum for England. Children build confidence in reading, writing and reasoning while History, Geography and languages broaden curiosity about people and places. Art, computing, and STEAM and Spark all begin in Year 1.

Founding Principal
Part of the Victory Heights story since the original school opened in 2013, Ben previously served as Headteacher at Victory Heights Sports City before becoming Founding Principal of the City of Arabia campus. His aim is a small, relatable British-style primary school where every child is known and high expectations are non-negotiable, built on precise handwriting, secure phonics and oracy that gives children the confidence to think and speak clearly.
